Absentee voting is always an option for elections as well as early voting. However, you can't do any voting if you are not registered to vote. Simply contact the Tulsa County Election Board in person by visiting 555 N. Denver Ave, Tulsa, OK, via telephone at 918-596-5780 or email 
electionboard@tulsacounty.org. 

As mentioned, early voting will be August 18th - August 20th. Definitely vote by or on August 23rd.
